What TikTok Shop's Qualification Center Requires
Proof of Active FDA Facility Registration
If you manufacture, import, or repackage the product yourself, you need proof your FDA facility registration is active — a third-party verification letter or a screenshot from FDA's Cosmetics Direct portal. Pure resellers (reselling a finished product with no manufacturing/importing role) submit a different pathway instead: a valid purchase invoice plus product label copies. Know which one you are before you submit.
Product Listing Evidence + Label Images
Separate from facility registration, you need proof each product is listed with FDA and clear label images. If the ingredient copy mixes in drug claims (SPF, acne treatment, etc.) without a Drug Facts box, the listing gets rejected — the label itself is part of what's reviewed, not just a form.
U.S. Agent Designation for Foreign Facilities — Where Most Rejections Happen
Products made at a facility outside the U.S. — Korea included — need a designated U.S. Agent as the FDA contact point. The Agent must have a real U.S. presence and be reachable quickly. Since May 2025, TikTok's Korea-US Cross-Border pathway lets Korean sellers join TikTok Shop US with only a Korean entity, Korean passport, and Korean business address — no U.S. company required. That's exactly why the U.S. Agent requirement becomes the bottleneck: no U.S. entity of your own means you need to source that Agent role externally.
Small Business Exemption Records
If your average gross sales over the last 3 years are under $1M, facility registration itself may be exempt — in which case you submit exemption-supporting records instead of a registration certificate. The same exceptions still apply regardless of size: eye-mucous-membrane-contact, injectable, internal-use, and 24+ hour appearance-altering products are never exempt.
